BENQ Siemans - P51..help please

I had recently purchased this P51 PDA in Chiang Mai, Thailand from a genuine IT Store. However I have charged it up but cannot get it to switch on or do anything. I am not familiar with mobiles and have no idea what I should do. I didn't try it out in Thailand because I had no way of downloading Microsoft Active Sync. I have it now on my laptop but when I try to load it to the PDA I am being advised that the mobile device has limited or no connectivity I asume because I cannot switch it on...............can anyone help me through the set up process?
