Subject: NEW GLOBE WORLWIDE SCAM-CONFIDENTIAL! (M-Feedback)

My sister works as an officer in one of the biggest foreign exchange company here in the UAE, their company is also an agent/dealing with WESTERN UNION. A few days back she encountered a story (reported by one of her Filipino staff) with regards to one Filipina OFW who sends remittances to a certain Mr. CERESTO REYES GALANIDA. Who (according to the Filipina OFW) claimed to be a Globe Philippines employee/official handling the promotion/raffles by Globe Philippines (roaming phone). She claimed she was duped by a text from Globe roaming phone by sending her a message that she won a 2 MILLION PESOS thru Globe roaming phone raffle promotion! The story started to be like this...

She received a text thru her Globe Roaming Phone informing her that she won a 2 million pesos phone promotion/raffle.

That she has to call (thru long-distance) a certain Globe Philippines official for verification of her winnings (a Philippine cell phone number and a winning secret code digits was supplied in her text message).

After calling the said cell phone number, the receiver a certain MR. CERESTO REYES GALANIDA, introduced himself as an official of Globe Philippines, congratulate her after asking her winning code numbers, her name and Globe roaming phone number. Then he instructed her to call another cell number whom (according to him) will be an official of the Central Bank Philippines who is handling the affairs of Globe Philippines promotions/raffles, for the processing of her winnings.
She then called the said cell number given by Mr. Galanida and managed to spoke to a certain Central Bank official.

The said Central Bank official then informed her that they already received the processing request sent by Mr. Galanida of Globe Philippines with regards to her winnings. He explained to her that the Central Bank has to take commissions as it was required as per condition and by the law, thus asked her to send $600.00 remittance thru Western Union in the name of MR. CERESTO REYES GALANIDA (the said Globe official handling its promotion, to enable Mr. Galanida to process all the documents required) as payment for Bank commission as the money/winnings has to be arrange and to be send on dollar account overseas thru International banks. He claimed that Mr. Galanida is the only person authorized by Globe, Central Bank and the BIR (Bureau of Internal Revenue) to sign and process all the documents of her winnings and her likes and receiver of all government receipts.

After she sent the amount, (which is $600.00) again she received another text message from Mr. Galanida informing her that the amount was received in good faith and that the Central Bank already approved the transactions and forwarded all the signed & stamped documents to the BIR. Another cell number was then given by Mr. Galanida for her to follow up or speak to an agent of the BIR.

Again she called the new cell number, and the person who answered the phone addressed himself as an agent/official of the BIR. He claimed that his department is incharged for lotto’s, amusement games, raffles, lotteries etc. He then asked her for the Globe winning code numbers and her name and (pretended) that he using his computer while talking to her, he then asked her to call him after 15 minutes to give him time to search for her files.

15 minutes past and she called again. The said BIR official told her that the check is already approved and signed by the Central Bank and the $600.00 Central bank commission was already paid by Mr. Galanida, as all the receipts and documents are already attached. Then he asked her to open new bank account to enable Globe to deposit/transfer her 2 million pesos winnings, and that she also has to pay the BIR another $600.00 thru Mr. Galanida (again by Western Union) as tax for her prize. He also explained that the bank commissions and the BIR taxes can’t be deducted thru the amount of her winnings as it was issued by check by Globe and its sponsors, so therefore the check must be on its raffle/promotion value. He also advised her (perhaps to encourage/excite her) to text her new or existing bank account number ASAP after sending the last $600.00 to Mr. Galanida, so Globe can transfer the prize immediately. And that she must called him after she received her winnings for transaction confirmation and for the closure of her files.

Again she sent another $600.00 thru Western Union to Mr. Galanida.

After she sent the last $600.00 to Mr. Galanida, the cell number he used on dealing with her is now switched off… as per all the cell numbers which she called.

As my sister traced the records of remittances by Western Union on this so called MR. CERESTO REYES GALANIDA. She was so surprised to find out that they were dozens of remittances worldwide from Europe, Middle East and Asia for this conman, mostly not less than $600.00 per transaction, some of whom are from the same sender/remitter. Most of them are OFW’s. She also noticed that Mr. Galanida never claimed/withdrew his remittances in the same place as Western Union has so many branches all over PI which includes local Philippines banks.

As of this day she said another 3 new remittances from different countries was sent in the name of this conman.
