It most likely isn't locked.

Yeah, if it's Cingular, then it's already unlocked...

Then why can't I use a Tmobile sim card in it?

What happens when you put your SIM in it?

Do you have the SIM lock set for your SIM card? If not, then maybe you should go get it flashed. Check out your local retailers and ask if anyone unlocks...if not, there's a place in Oakland that you can send your RAZR to get unlocked. It's like $20 but if you actually get to use the phone, then it's well worth it. The website is cellularpager.com:D

How come you are so sure that you Cingular don't lock their RAZRs...I'm pretty sure they do. The best way to go about unlocking your phone is to use software and a USB cable. If you're willing to pay $25, you can use some of the commercial software. The advantage to this is that they guarantee the unlock, and the software is quite easy to use. Cell-Unlock.com have a pretty good service, here is the link:
RAZR V3 Unlock (http://www.cell-unlock.com/motorola-v3-razr-unlock.htm)
There is a free software for unlocking the RAZR available, but it's a little hard to use, and not compatible with all the firmwares. Since it is a little rough around the edges, I wouldn't personally use it on a $200 phone. But if you are interested, just do a search in Google and you can find it quite easily.
Finally, you can take your phone to an unlocking shop if there are any near you and get it unlocked there.
I hope this information helps...
Best Regards,
Sina.

How come you are so sure that you Cingular don't lock their RAZRs...I'm pretty sure they do.Because a former Cingular employee insisted so...but yeah I've learned over time that they do:o

Pre-ATTWS merger, Cingular sold all their quad-band and many of their tri-band phones unlocked (straight out the box), but ever since the merger, they lock all their phones.

I hate Cingular's attitude as well, but it's definitely costing them. Verizon will soon become the biggest network in the country, and it's all because they are so much better organized than Cingular. Cingular only got to the top because of the AT&T merger...their services really aren't that great.

Verizon is better organized and so is T-Mobile.
