According to an Associated Press report, India has more wireless subscribers than wireline subscribers. The Telecom Regulatory Authority of India indicated there were an estimated 44.51 million wireless subscribers at the end of October 2004 and 43.96 million wireline subscribers at the end of October 2004. However, many wireless service providers are complaining about low revenues due to high government levies. The wireless industry average revenue per user has fallen from INR1,800 in 1999, down to INR400 in 2004. Wireless service providers have to pay up to 14% of their revenues toward license fees, revenue shares and charges to use wireless spectrum.
