I need to clean it up...it's a mess. I know I can format my memory card, but what about the C:\?

Oh, oops, sorry ah. But doesn't that erase all inputted data? I guess not...
try this:
hold these three keys together
-Green dial key,
-Star key (*)
-Three key (3)
then press the power on/off to swtich on the 6600 phone.
Do not let go the three keys until you see the "formatting" screen displayed
..before format your phone make sure that is full charged

You don't want to format it, you want to get it reflashed because the OS is corrupted.
Formatting the 'C drive' and erasing all user data is the same as what you are asking - if you wipe the main flash store on the phone then you will erase everything, including the user data.

Take it to a service centre, and hope they will do a firmware upgrade for you for free - you might have to pay for it though.

No, like I said, the OS is corrupted and there is no way to reset this (i.e. it sounds like the original settings are corrupted so restoring them would do no good anyway).
