Does any European mobile carrier restrict mobile internet browsing?

Don't think so. It's rather your phone that limits your browsing.

thanks, quartus, but in our case, it's one of the network providers here in our country that limits access to all sites and allow access to only two sites - yahoo and the network provider site (where you can only download content such as ringtones, wallpapers, games, etc.. ). this renders all GPRS-enabled phones (especially the new ones with Opera and similar software) to have very very limited access.

don't know if any provider in europe or any part of the world does that.

3 (the 3G teleco) restricts everything to their own sites - where everything costs. One reason why I won't buy a 3 phone.
Vodafone also has a default censoring for adult material.

i'd be willing to pay a fee for internet browsing. other mobile carriers here charge PhP 0.25 (around EUR 0.004) per kilobyte downloaded/uploaded.
