I live in india and my friend just got a nokia 6600 from uk under a contract, he came here and unlocked the phone, so he practically got the phone for a quater of its cost. Is this possible, i mean are the contract phones just available to anyone? if so the service providers can loose a lot of money this way. Also can i too get a phone this way if i want to?

Yes, that is possible. You can unlock phones.
But most of the time you get ugly "vodafone" or "orange" logos on the phone, which would ruin it.
of course, if your friend signed for a 12 month contract with no intention of fulfilling it, your friend would be guilty of fraud.
and if lots of people behave in this manner, legitimate customers will suffer the backlash

In the US at least, contracts are written with substantial early termination fees, on the order of $150 to $250 per line. I assume that the UK contract would have a similar provision. Although the carrier would probably have a difficult time trying to extract such a fee from someone solely residing in India with Indian citizenship.
