When I enter the codes to my phone it gives me a message back "cannot undo restriction"

Oh. Well that would mean that you have entered wrong codes to unlock the phone 5 times. So now all you need to do is go to a shop, or to your network, and they'll unlock the phone for you. Sorry the codes you used did not work :(.

AT&T won't unlock your phone if bought from them, unlike say T-mobile USA. Your best bet is to do a google search for "unlock phone" and there are a number of third party services that will do it for a fee (usually around $25).
