I use the Treo with Verizon but travel out of the country a lot. I would like to get a multi- sim card telephone so I can have only one phone when I travel, but Verizon says they do not use phones with a sim card. Is this true? How can I use a sim card phone on this network?

Not necessarily true... I know that sprint will rent you a sim card or gsm phone to take out of country. They also have a dual cdma/gsm phone that will work with both. Not sure if verizon has any of these options though.

vzw had a samsung sch-a790 that you could use with a sim on a gsm network outside the states. but it was a sim they provided so you'de be stuck paying what they want you to pay instead of getting lower rates with a prepaid sim in europe. on the other hand people could call your regular number and reach you with out a prob. you should ask if they still have it.
