A slow blinking blue light means it's in standby mode. I imagine it's the same as my H500 headset, and pairing it with my N80 was a piece of cake.
First switch it off. Then turn it back on, scan for bluetooth devices with your phone and when it asks you for the pairing code enter '0000', and that's it. From then on your phone should detect whenever you switch your H700 on, as long as you've got bluetooth activated of course.

There are apparently 3 revisions of the H700. The instructions for mine say to enter pairing mode, do the following.
1) Fold the microphone boom to the closed position.
2) Press & hold the call button until the LED ring around the button glows a steady purple color.
3) Release the button and quickly open the microphone boom.
The light should still be a steady purple - otherwise start over.
Now pair with your phone or other device, the password is "0000". Once paired, the LED ring on the headset will start flashing blue.

To pair the H700 you need to make sure that the mic is folded (its switched off) then hold down the main butten on the headset until the light turns on and is purple, then you need to open the mic and there you go the device is in pairing mode with a default code of 0000 and then just search with your mobile device and it should pic it up straight away.
hope it helps
