I was wondering if a Motorola V3x would work well on the Cingular network in the Washington D.C. area? I don't want to switch to a 3G plan so I want to use the GSM portion of the phone. Also if anyone has a V3x and can give personal opinions that would be greatly appreciated.

As long as Cingular uses 1900MHz in the D.C. area, then you should be fine. Just double check with them :) If not, then if you really want the V3x, then you should switch to T-Mobile since it only uses the 850MHz band in rural areas.
Since you're not going to use the 3G, why not get the V3i? Basically the same except for the lower resolution camera. Plus Cingular already sells the V3i, even though they don't advertise it as that on the website, the "Blue RAZR" they're selling if their picture is right is the V3i so you wouldn't have to worry about lack of frequencies and such.
