Hardest as in strongest?

Well anyone you were best at controlling really. Everyone had their strengths/weaknessess in the game.

But storywise - the strongest people in SF and MK would be ...I don't know I guess that again would be down to personal preference.

For me - I was gonna say sub zero or liu kang or scorpion but Shang Tsung could turn into anyone so...

SF..don't really play that much (don't really play MK anymore for that matter)..I'd choose either Vega or Ryu

Shin Gouki is the strongest adn cheapest character next to chun li. I would have to say subzero and shang tsung
